Housing Association Project Management Course for HA Development Staff

The NHF is supporting the establishment of a course for Housing Associations Development Staff in housing associations, starting in April 2009. Successful completion of this course will significantly benefit individuals as well as their employers.

The course is aimed at staff with one - two years of experience, and will provide:

• Professional qualification from the Association for Project Management, the main professional body for project management in the UK;
• Training in sector-specific topics to a competency level needed for Development / Reinvestment Manager grade.

Susie Kay, Head of Professional Development at the APM said "We look forward to working with the NHF & College of Central London to establish a course which meets the needs of housing association project management staff and which increases the numbers of people in the profession from the affordable housing sector."

The course is being delivered by the College of Central London (CCL), located near Old Street, London, with support from Andrew Drury of HATC Ltd and other housing associations practitioners.

Students will attend 4 one-week blocks at the CCL. Assessment will take place after Week 2 and Week 4 and will last 2 days each. Timings will be:

Week 1: 20 April - 24 April 2009
Week 2: 8 - 12 June 2009
Week 3: 14 - 18 September 2009
Week 4: 2 - 6 November 2009

The course will cost £2200 plus VAT (£2585).

BIFM - BIFM Part 1 starts the week beginning 24th September 2008 and classes will be held on Wednesday evenings from 5.30pm - 8.30pm. There are only limited places because of the high demand for an evening course in this subject area. An overspill class has been arranged on Tuesday evening to accommodate enrolments from this date onwards. (updated 21st Auigust 2008)

BIFM Part 2 starts week beginning 23th September 2008 and classes will be held on Tuesday evenings from 5.30pm - 8.30pm.

The core subjects of Word Processing, Information Technology and Typing are available to those interested in joining the Secretarial course from 29th September 2008. The subjects are modular in nature and since you will only be charged pro rata, in other words only for the subjects you take, substantial savings can be made. Courses are run throughout the year at all levels, from Pre-intermediate to Advanced, and applicants may start on any Monday. Students are tested on arrival and placed in a class at their correct level. The maximum class size is 15 students. Homework is set regularly and students are encouraged to complete it. All lessons contain a good balance between the four language areas of speaking, listening, reading and writing. Students follow a main course book, supplemented with extra materials to give further practice in, for example, grammar, pronunciation, vocabulary, etc. Progress tests are held regularly to monitor progress and students are encouraged to enter for one or more of the public examinations.

Immigration Rules for Foreign Students

Foreign students hoping to come to the UK to study will have to meet strict new criteria, the Government announced today.

The Home Office has published proposals for much tighter rules for foreign students - and the universities and colleges hosting them - under the student tier of its new Points Based System.

All colleges and universities that want to recruit foreign students will now need a licence to do so and will have to take greater responsibility for their international students, helping Government crack down on bogus colleges who abuse the system. For the first time education providers face a ban on bringing over international students if they fail to follow strict new rules - including alerting the UK Border Agency (UKBA) if students fail to enrol.

Students will also face stringent new criteria if they want to study in the UK, ensuring only those who benefit Britain can come. Before they can study here, foreign students must:

be sponsored by a UKBA-licensed education institution;
prove that they have the means to support themselves and their families while studying here; and
supply their fingerprints.
Stricter rules on work placements for students will also ensure that the UK's labour market is protected.

Border and Immigration Minister Liam Byrne said:

"All those who come to Britain must play by the rules. It is right that foreign students wanting to take advantage of our world-class universities and colleges must meet strict criteria.

"By locking people to one identity with ID cards, alongside a tough new sponsorship system, we will know exactly who is coming here to study and crack down on bogus colleges."

Visas will only be granted to students who show a proven track record in education and are applying for a course that meets a minimum level of qualification. They must also be able to demonstrate they can financially support themselves and any of their dependants.

Students on courses for longer than 12 months will have to show they have sufficient funds to pay their first year of fees, plus £9,600 to cover their first year in the UK. Students wishing to bring their dependants with them will need to show they have a further £535 per month for each person they bring.

Each year, international students contribute £2.5 billion to the UK economy in tuition fees alone and an overall estimated contribution of £8.5 billion. In recognition of the many economic and cultural benefits that these students bring to the UK, earlier this year the Government announced a special visa category allowing successful international students who have graduated from a British university to work in the UK for up to two years.

Higher Education Minister Bill Rammell said:

"I welcome the education sector's involvement in developing a structure that allows international students to benefit from the excellent educational experience the UK offers, while giving them the opportunity to work in the UK for two years following graduation.

"However, I will not tolerate the minority of individuals who seek to damage the quality of our education system through bogus colleges. This is why we have introduced tighter checks to the current Register of Education and Training Providers. The new system will toughen this process further and give extra protection from the damage bogus colleges can cause."

Under the new system education providers who want to teach foreign nationals must be granted a licence by the UKBA, they can then sponsor students to come to the UK.

Without a confirmation of acceptance for studies issued to them by their sponsoring institution a student's visa application will not be considered. It also acts as a pledge from the college or university that they accept responsibility for the student while they are in the UK.

Universities and colleges face losing their licence if they fail to:

keep copies of all their foreign students' passports;
keep and update their students' contact details;
alert the UKBA to any students who fail to enrol on their course;
report unauthorised absences to the UKBA; and
inform the UKBA if any student stops their studies.
The sponsorship register for colleges and universities opened for applications this week.

International Shipping - summer school

The International Shipping Summer School is one of the oldest shipping summer schools in the UK (This year from 25^thJune –13^thJuly). The summer school includes amongst its speakers senior advisers to both the British government and the European Union. The summer school offers an intensive programme of study for those interested in international shipping at a very competitive price. The course lasts three weeks in the City of London and covers many topics which including: World trade and the demand for shipping, major commodity flows and seasonal variations. The effect of freight tariffs and agreements The ship -conflicting requirements for cargo and safety. General features of ship design, ship types for different cargoes and trades. The need to load, discharge and measure cargo. Organisations involved in shipping, types of owner and company structure for the different trades. Cost structures and techniques to minimise costs. Shipping finance Tramp markets, supply of tonnage, freight rates, the oil and bulk trades. Methods of employment for a vessel. The role of the shipbroker in obtaining the best match of employment for a vessel or carriage for a cargo. Liner trades, conferences and consortia, the ship as one part of a unified transport system; road, rail and air transport, the port as interface between multimodal transport systems

The principal types of marine insurance The roles of the insurance broker and underwriter Port operations, management , administration and maritime fraud. There are also hosted visits to a major port near London, The Baltic Exchange, Lloyd’s, the CMA at Dover and to the IMO. The talks are given by practitioners of their speciality, some of whom have retired and are now academics or are advisors to governments. For example, the marine insurance talk is given by a retired working member of Lloyd’s who has nearly 40 years’ experience of dealing with marine claims and who has recently published a book on marine insurance. Maritime fraud is dealt with by a speaker from the International Maritime Bureau, which is part of the International Chamber of Commerce . The lecture on Port Operations is given by the author of the standard book on "Sea Transport -Economics and Operations" and "Port Operation and Management". The topics of vessel employment, chartering and the role of a shipbroker is given by a director of a ship broking company, who is also an arbitrator, maritime advisor to an African Government and a member of the Baltic Exchange and who will conduct the visit there. The lecture on Trading Qualifications and Operational Procedures for Ships will be given by a highly respected commodities expert. The engineering side of the course is given by a senior examiner for the Department of Trade . Ship management and liner trades talks are in the hands of a retired ship’s captain [ who now manages a steam tug as a hobby ] who will also conduct the Summer School’s visit to the Port of Tilbury. The lectures on world trade, on international shipping organisations and on possible future shipping trends will be given by a former ship’s captain who was then active in the shipping market representing shipowners and who now lectures at several academic centres, including London Metropolitan University.
